No it means don't use a hair dryer. I foil my hair all the time to put in low lights. I prefer it actually because its more precise then the cap and gets closer to your roots. Foil is fine. Just don't use any external heat like a hair dryer. But if its not taking, like your hair is still an orangy color just apply heat for about 30 seconds. Heat makes the stuff work faster. Any time you go to a salon to get your hair colored or bleached they put you under the dryer to make it work faster. A little Heat doesn't hurt it or your hair it just quickens the process.
Pretty much what binka said. None of the other people that answered didn't even remotely answer your Q. lol. Your probably already know what the foils were for or you would not be asking about the heat thing. Also like binka said if your hair isn't taking the bleach well your can put heat on it for about 30 seconds. I go get my hair bleached all the time and they do put me under that dryer thing to speed up the process. It also makes it not so orangy looking if your hair just stops at that stage thats in between brown and blonde.
